The agency established its Kigali office in October 2021, supporting the normalization of relations between France and Rwanda. Since then, we have committed over €500 million. A partnership agreement signed in April 2024 envisions a further €400 million until 2028.
The agency’s work in Rwanda focuses on three strategic pillars: health, vocational training & job creation, and climate change. In line with Rwanda’s Vision 2050 and NST 2, our health portfolio focuses on:
- enhancing the quality of healthcare access for the most vulnerable communities;
- supporting the “4 by 4” policy;
- addressing the health/climate nexus.
The Ruhengeri referral hospital and its catchment area play a pivotal role in our interventions.
The Agency is reorganizing the structure of its Kigali office and is looking for a Project Manager to oversee its health portfolio.
Position Summary
Reporting to the Country Director in Rwanda, the Project Manager will be based in Kigali and work with the Government of Rwanda to identify, manage, and follow up on health-focused projects. This role requires a proactive approach to project development, strong management capabilities, and effective coordination among various stakeholders.
Key Responsibilities
- Pipeline Development: Identify and develop new project opportunities in line with health strategy.
- Project Documentation: Draft project identification forms and proposals with clarity and precision.
- Due Diligence and Coordination: Facilitate due diligence processes, liaise with headquarters and regional offices, and ensure effective coordination with project teams.
- Negotiations and Agreements: Participate in the negotiation of credit facilities and grant agreements.
- Project Monitoring: Oversee project implementation, ensuring timelines, financial covenants, and reporting requirements are met.
- Portfolio Management: Collaborate with the Portfolio Department to maintain dialogue with project beneficiaries for seamless execution.
- Sectoral Engagement: Contribute to sector discussions and monitor relevant government strategies.
- Strategic Contributions: Support the Agency strategy formulation, research initiatives, and technical assistance programs.
- Stakeholder Engagement: Maintain active communication with key stakeholders, including Rwandan authorities, Expertise France, French Embassy officials, NGOs, and other partners.
- Representation: Represent the Agency in meetings and forums related to the health sector.
Qualifications
- Master’s degree in public health, health management, or a related field; certification in climate change is a plus.
- Minimum of 7 years of relevant experience in a similar role within a reputable organization.
- Project Management Skills: Exceptional organizational abilities and a structured approach to managing complex, multi-sector projects.
- Sector Knowledge: In-depth understanding of Rwanda’s healthcare system and public procurement regulations. Experience with technical aspects (e.g. infrastructure tenders) and Rwandan procurement regulations is highly desirable.
- Analytical and Reporting Skills: Proficiency in drafting concise reports and analytical documents, with advanced Microsoft Office skills.
- Interpersonal and Teamwork Skills: Proven ability to work effectively in teams, coupled with excellent interpersonal skills and a proactive approach to problem solving.
- Communication Skills: Strong written and verbal communication skills in Kinyarwanda and English; proficiency in French is an asset.
This is an open-ended contract with a three-month probation period and an attractive salary package. The starting date is negotiable. Please note that applicants must have the right to live and work in Rwanda.
