Charge.e d’affaires financement des entreprises publiques / Project Manager – State-Owned Enterprises (SOE) Financing, based in South Africa
Main mission:
Under the direct supervision of the Head of the “Public Enterprises Support Unit,” you will contribute to the coordination and operational management of financing activities across various sectors (transport, water, energy, etc.).
Main Activities
1. Participate in the development and monitoring of operational activities

Identify new projects and assess opportunities within the assigned sectors (understanding partner needs and preparing proposals in coordination with technical divisions).

Take part in project appraisal, evaluation, and formalization.

Monitor project implementation, including risk management (drafting semi-annual Risk Evaluation Sheets).

Organize and support supervision missions from the local office or headquarters, and take part in technical meetings and mission feedback sessions when needed.

Coordinate with relevant institutional and technical partners involved in the same areas of activity.

Establish and maintain regular contact with local stakeholders (national and local authorities, public agencies and enterprises, the French Embassy, donors, local governments, research institutes, NGOs, etc.).

Monitor the project pipeline and programming announced by national authorities and technical ministries.
2. Contribute to the organization’s knowledge production and sector dialogue

Follow up on knowledge-generation projects and participate in their implementation.

Develop new knowledge-sharing or analytical initiatives.

Conduct sectoral monitoring and prepare summary notes.

Contribute to defining the country’s strategic orientation.

Support communication and represent the organization in sectoral working groups.

Education and experience:

Degree in engineering, economics, business, or a university equivalent, with at least five years of hands-on project management experience.

Background in project engineering, particularly in non-sovereign financing, enabling effective dialogue with state-owned enterprises.
Languages:

Proficiency in both French and English (written and spoken).
